P.S. Oh, and I did guess the previous one. Filenames can be SO telling ;)

Well, this is fairly close : ) This is a riot control vehicle, for the stadiums. Along with just water, it can shoot pepper spray and/or CS. Made by these folks: http://www.bat.co.il/

@NFK, considering this is a police riot gold cart, it's considered an emergency vehicle.
Purpose, Location: I want the city only, you can easily guess the country

Good job, 917 : ) I am completely stumped. Couldn't even find this standard of the fancy lightbar (well, i didn't take more than five minutes trying - RL obligations hehe). The problem is that very few on this forum can read Chinese so any Chinese vehicles would just be guessing :(
