With a bit of difficulty. Had to use photoshop to zoom in on the license plate and guessed Latvia, then had to figure out if all police vehicles in latvia were grey/white. Only got lucky because of a grainy video from RigaPS. How you got it, that it is in latvia???

Extremly obvious where it's from (NOT Africa

You're not correct, it is South Korean but not Seoul. It is a self governing city/municipality though.It's a South Korean ambulance serving Seoul.
