Ok I don't know if you've figured it out yet or not, but you need to pull the em4.cfg file out of the folder and put it on your desktop. Make the changes you want to make, save it, then put it back into the game folder. Just like what Texas_DPS said.

I know this is old, but you just have to save your new Em4.cfg file to the desktop and then manually move it.
