Another thing I noticed is that I had to use a Firefighter to pick it up. It wouldn't let me pick it up using a police officer. Is it supposed to be like this?

I had the same thing, I was confused for a while then I remember a FF might be able to pick it up.

Yes, because the pull command (to drag objects) is being used to pick it up. Police officers don't have the pull command.
