I don't think you can have a gun that fires like a machine gun in the game.

I believe it's possible. Just a lot of scripting..

I didnt think they had SWAT helicopters with machine guns on?

I think you should have machine guns on the coastgaurd helicopters though, even if you cant use them becasue the costgaurd use them frequently use them to stop dangersous and non-responsive boats.
