I might be wrong but my guess was based on London Ambulance Service NHS Trust's board papers from March 31st 2009, in which they are talking about buying 2 Nissan Navara for USAR functions to their new Hazardous Area Response Team

I found out the USAR function before I found out that it was from HART (and what it was) so I could not have said it before I did 
Anyway, here is my picture
In what country can you find those ambulances today (and not when the picture was taken, as it is two different countries

Greenland? Won't those ambulances break in the blizzards there? Nobody lives in greenland anyways...

The ambulances are equipped with permanent four-wheel drive, studded tyres, engine heater, and tons of other things.
