It looks like a truck from the Belgium Civil Protection. My french is a little shotty, but it looks to work at major catasrophes like flooding, earthquake and the like. I'm assuming this means it functions similar to a rescue truck here in the colonies?

The implement at the rear is a monitor powered by a jet engine. It sprays water out at a high rate and is usually used on Industrial fires.
