Ok, i'm going to take a weeee guess

Seeing as there is FBI and Local PD then it would have to be something big. I have 3 guesses, the first is my main, last is least possible:

1) Bomb
2) Riot
3) Large Fire???

It is one of the largest Sheriffs Departments in California, we're not talking Alpine or anything here.

Another hint: It's not a standard patrol car but is still in use today for DARE and Recruitment which is why the funky paint schemes. You can usually find it out at DUI check points as the staff car or parked for pursuits. A lot of guys still love the way the old caprices handle.
