just because that particular vehicle didn't appear, the paint scheme is still the same

Ok, i'm going to take a weeee guess :P

Seeing as there is FBI and Local PD then it would have to be something big. I have 3 guesses, the first is my main, last is least possible:

1) Bomb
2) Riot
3) Large Fire???

Hmm it's either Goose Creek PD or Berkeley County Sheriffs Dept.

MikesPhotos got it, congrats it is berkley and it was a bomb threat that proved to have and actual bomb, behind the taker is a lot of bomb squad and the FBI, as well as the Command center. But Mike, how'd you get it?

It is one of the largest Sheriffs Departments in California, we're not talking Alpine or anything here.

Im guessing Alameda, since they are the only one I know to have all-black cars (not white on roof).

Nope... think larger :)

Another hint: It's not a standard patrol car but is still in use today for DARE and Recruitment which is why the funky paint schemes. You can usually find it out at DUI check points as the staff car or parked for pursuits. A lot of guys still love the way the old caprices handle.
