Almost! China and Hong Kong are correct, but it's not a traffic division police car.

It's a Police car "allocated at the airport district in Hong Kong" as they say in wikipedia =D.

That's why the emergency lights are yellow and not blue-red like the "normal" police cars. And why they are yellow instead of blue-red is (i think) because it's easier to spot yellow lights from a plane than it is to spot blue-red lights from up there.
