All I get is a bunch of numbers and .jpg for the name, I don't know how you guys got Tampa out of that.

I was able to recognize the door paint and was kinda able to make out the patch on the one officer.

This one might be a challenge, it's a fairly small town but it's not impossible to find.

Just give me the town and state.

(EDIT:) Wow, that's a page stretcher. Let me know if you need a different (smaller) picture

IL MFD doesn't even has a red/black paint as far as I know...

Nope, MIller was the name of the officer. The town is Sunbury, Pennsylvania.

That is also a newer car you have in the picture, my town recently got the same design on the side, personal opinion is that its an older sunbury car, but i didnt post the picture, so I shall wait to see what it is.
