Oh thats Jack and Tim! lol Um grey is fire dept. Blue is paramedic. The black uniforms are the sheriffs the grey are the state troopers. Then the guy in the suit in the back is the police chief.

About 48% has been done on police (including paints, lights, availability in game, Icons, etc) But mostly, most cars have been painted and lighted.
