Because no one has wanted to make a mod of that city. American mods arent very common. The only real American mods, imo, are the NY Mod and LA Mod. Others have tried and failed due to lack of skill, or lack of time. It takes alot of time to create a good mod.

no editor as far as I know, but every game is moddable, gta isnt made for modding but its posible to mod it even mw2 is modable
