Ok so I fly the chopper over the airport and tell the people to evacuate but only some of them leave and the ones that leave end up causing a little jam in the doorway so my firefighters cant get in. Im thinkin about shooting them at this point but i want to see if anyone else has any ideas first.

you can get the cops put them in cuff walk them away and release them

Have a cop inside before evacuating the building, have the cop stop civilians command to where he is looking out side. (not in doorway though) Then evacuate the building. They listen to the chopper(not all) but the ones that do walk past the cop and move out the door because of the stop civilians command. Once they are done get the cop out! If he stays in eventually he'll go down if you're not paying attention. They're out the doorway and LAFD works its magic, happy ending

I don't use the chopper at all, I send in a few cops and use the send people command and send them along in a little train of officers right out the door off to the side
