Help! I arrest/transport all the protesters, put out the boat fire, get all of the dioxin barrels out of the water, rescue/transport all the drowning victims, and the mission does not end.
The only people I see in any kind of distress are a few of the sailors on the big ship waving their hands. On my mission log, the "rescue all drowning persons" and "transport all dead/injured" lights remain red. I cannot find anyone else to rescue. Is this a bug in the game?

The people on the boat are supposed to jump in the water so that you can rescue them from the ship. If you wait with extinghuising the fire they will jump into the water after a little while.

Check along the port someone may be contaminated.
