Download and install the LA MOD, it will translate all deluxe files into English. You can even copy the language files from the LA MOD to the original languages files (BACK-UP FIRST!!!) and replace them so the wholegame will be in English.

doesnt work ive installed la mod and the operator man still talks in german

I don't think you can change that unless you record all the lines into english. Moreso, i believe that's already inside the game and unable to be changed due to it being integral to the mission.
