(Sorry for not being specific, but i dont want to release too much of what i am doing in my mod)
Ok, so in the command menu, i to make it like the equipment menu, where you click it and it opens up another menu, it is possible to make that multiple times correct? It would be like having multiple equipment menus with different purposes in the command menu.
Sorry if im unclear, just tell me if i need to give more detail

I don't think you can do that..

Main menu - equipment menu 1 - submenu 1
equipment menu 2 - submenu 2
equipment menu 3 - submenu 3

no i dont mean that.
I mean like the winterberg mod has a dispatcher.
here is what i mean
You select a person (the dispatcher) and he has his command menu
is it possible to have a command for city fd 1 city fd 2 city fd 3
then when you click city fd 1 it opens a new menu that allows you to select engine 1 engine 2 engine 3 engine 4 ect
