It's against the rules to blur the vehicle. The Number plate on front if it is a gov't issue Licence plate can be blocked out.. Though I don't see why you would.ONLY THE NUMBERS PART THOUGH

So Cali lic plates only get the numbers gone so you can still see CALIFORNIA. Now for European ones, that's pretty much the entire plate
