EDIT: correction, the lights themselves don't actually spin, but the flares inside almost seem to.

Do i need permission to use winterberg sirens in my mod ?
That depends which one you want to use. Some are the normal EM4 sirens (ambulances), but some of the sirens from the fire and police department are created by the Winterberg staff.
Just compare the siren sounds you want to use to the default EM4 sirens first. If they do not match then you can always ask for permission.

what is the use of this units, and what can you do with the people inside these trucks,
also sometimes they ask for a waterpump (they are unable to connect to fire hydrants), how do you get those pumps then?
and how do you close off the hurricane and the trauma team mission?

The ELW1 is the command truck of Winterberg, the firefighter in yellow is the the commander of that aciddent when you allert the entire squad of winterberg (ELW,TLF,LF)I dont really know the use of some trucks in the game.
- ELW1 winterberg
- KDOW niedersveld

The KDOW niderveld is the has the same task as the ELW of Winterberg with the same options.
TSF Elkering have non pumps in the truck, but a portable. on the winterberg site is there som videos that may help you the rest.
