Help with Mission: Multiple Vehicles

I need help with EM3 Mission 5 "Vehicle Acident". I am using LA MoD version 2.5 and I am having trouble on figuring out how to prevent civilian from getting hit by car in opposite lane. which occurs near the end of the mission. I have stationed a Police Helo near the gas station, but it can't seem to land anywhere. Any suggestions?

You can land on the grass south of the cars of the spectators. When you tell the officers to get out and talk to the spectators they get in their car and drive away.
