There is problem when I try to arrest criminals. For example, two criminals stands together, when officers try to arrest criminals and one of them put the handcuffs on, the criminal that's not arrested attacks officer. Second officer use gas on fighting criminal and first officer arrests him. Looks like profit, but first criminal stands as usual NPC and I can't take him to the police vehicle.
