So i played multiplayer for the first time today with my friend and i got very suprised, why can we only make one "move" at the time? It should be like me, i like police and firefighters and my friend paramedics. Why can't he just have control over paramedics and i the police and firefighters? This is very strange!

It's turn based, you take turns to call in any required unit, once it's called out it'll be under the control of whoever called it out.
