I have installed the harbor city mod and it is on my game but when I click it shuts down my whole computer please help!

Welcome to the forum.
Firstly, Iguess you're actually referring to EM4, not EM5 so I've moved the topic to the EM4 section.
The game freezing when you click to load the mod is perfectly normal. You just need to wait for the mod to load, then the game will start running again. The mod takes time to load, so could appear to be "frozen" for a period of time, how long that period is depends on the mod and the specs of your computer.

I dont think thats the problem because it says " ... shuts down my whole computer please help" so it shuts down his computer as well
