There is no mod installer or modding support for this set of games. If you have posted in the wrong section it should already be your EM4 folder.

For EM3 check out the 'Other Emergency Games' forum that has help on how to find and/or download mod installer. Next time, either post in the correct forum or at least headline your post with the correct game.
