Either one of your police cars have stopped, or a pedestrian is standing in the road causing the traffic jam. The only thing I can say is search the map to find the problem.

what did you do to keep ur traffic moving cause i will be playing and also the traffic lights are sticking as well

U need to go to the editor and load the map then decrease the number of vehicles that spawn out on the map, especially the streets that have jam
