OK, a few tips:
1) You accidentally put 991 instead of 911.
2) The red text is quite hard to see on the blue
3) As it's a US mod, honour is more likely to be spelled honor.
The skin is very untypical of US police departments, but I kind of like it.

The skin is very untypical of US police departments, but I kind of like it.
Exactly what I thought. We're unoriginal. 
The skin looks good, it just needs fixing on the text colors. Red is hard to see.

Looks great. I would suggest using a more formal looking font for the 'Police' decal.
The police decal on the rear could be a brighter, more contrasting color since I don't think it would be visible at night.
The keep back sticker on the rear window of my Explorer is a nice touch too. Would be cooler if all letters had borders and shading on them too.
The script in the motto and the department name looks alright.
