I have been trying to upload my mod for several days in a row now. I have tried both uploaders and after about 1 or 2 minutes the upload the completely times out. The file either turns red or a sad face appears on the screen.

If you're talking about loading it here, I know there have been problems for a while. Or are you having problems with another upload site?

I also was unable to upload Harbor city, tried multiple browsers on multiple computers with no luck

Have you tried to upload it to Mega I have had great success with that site. Just make sure it is a .zip or .rar file and works fine.
