Hi, when I play freeplay, traffic don't pass through traffic lights.
This is because the traffic lights are changing too fast from green to red and cars can't pass.
Anyone knows how to solve this?

Take a look at this post.
This is usually because your computer is much quicker than required to run the game. It can be fixed by increasing the timing on ALL the traffic lights on the map. Read the post I mentioned above for more info.

Ok, thanks, but in London Mod there are some traffic lights with no name 
What should I do with them?

Leave the ones with no name as traffic doesn't cross paths, at least that is what I have done.
