I think maybe people think your skin comes with the satellite dish on top, because otherwise I can't at all see the attraction to "News Scene - Do Not Cross"

Use google and search "News Scene - Do Not Cross" 
satellite dish not against the rules, every news van has satellite dish.

Well....due to the fact that other users in this site are modellers, I will allow them to use props, but they are not allowed to be included in the pack or competition. I will unfortunately have to make them on my own.

This was my point to tft.cf; it is you who will be creating the models etc so his satellite dish won't be included

It is certainly based on the Florida DoT vehicles, because I was recently there and they gave me inspiration. Rules say they can be non-fictional. They're a bit easier on the eyes than bright yellow and black

I cant speak for other people but i voted for your skin i think it was the best and since this is a skinning contest it was the better skin in my opinion. I do kind of agree with your point though when you see a news van they always have the transmitting tower on top and some people may have just saw that it based their decision based on that.
As for the pictures i like the scene pictures you did and it really showcased the skin and engaged the viewer into the skin. Again i cant speak for others but i don't know if the picture style really had any impact.
However i don't think you guys should fight over such trivial matters you both made great skins and both of you are winners so lets move on and i look forward to more great skins from both of you!

Remember people....it wont matter what props the skin authors use. I will use my own anyway. Once the variety pack comes out, you are free to do whatever you want with them.
Here's what the news van will have. Main part my Ubisoft, misc light parts and ladder done by me.

so where is the patch that stop vehicles from getting stuck turning.

I remember fixing this issue in update 1.3 July Update
What version are you using? Check readme if there is an entry for July 2014.

Only the FM Horizon cars wont have doors. This is due to the way they were modelled by Turn 10 studios.
Most cars and all vans and trucks will have this new feauture to level them up functionally with the EM4 vanilla cars.
It seems the contest isn't going well. Maybe I should cut my losses and call it off.
Nice skin by Jose BTW. But it cant make it into the civil special pack because it isnt any of the cars I listed.

Still WIP. How do firefighters use the jaws of life on cars with crushed roofs? Would it be possible to animate the roof of a vehicle being cut off?
