Need help with freeplayparameters edit EM3

HI to all, i have problem, in free play ( never ending game ) i have only basic cases like some medic calls, GasExplosion, fire by drop cigaret, but i dont have hostage situation, protests, and other calls like bomb explosion etc. I have all medals and my freeplayparameters file is like this:

can any one help me to edit this and get calls like hostage situation, protests and others? :) tnx a lot :)

 

EDIT: Its not default file cause i edit some things like start budget, parking places and other little things, so dont let that to confuse you :)
