Hi, quick Q&A, it seems the editor uses the same .exe as the full game, and i'm trying to link Steam to the editor so i can talk with friends whilst editing units.

Yes it is. If you look at the shortcut for the editor it's target is:
You find this shortcut target by rightclicking the editor shortcut, choose properties, under shortcut tab "Target:"
"D:\Program Files (x86)\sixteen tons entertainment\Emergency 4\EM4.exe" -editor
