As this title says. Do I need EM2012 to play EM2013. The box says: Includes entire content of EM2012 Deluxe. So if I buy EM2012 I also get EM2012 Deluxe?

No Emergency 2012 Deluxe is expansion pack, yes tou can buy together or not. Emergency 2013 is like updgrade to emergency 2012, this mean Emergency 2013 is next to Emergency 2012, I check later if I get time, how much Emergency 2012 Deluxe pay.

No. Neither Emergency 2012 or Emergency 2013 are moddable (its kinda a sore subject in these parts) Emergency 5 which is not out yet is supposed to be moddable.
Also Supporting: RCMP mod, Stillwater mod, Lampard mod, Ravenna sub-mod, Rockport mod.

EM2013 is EM2012 Deluxe, with a few extra missions in it.
