How do I make a new police car?

Well My first suggestion would be to search the forums for posts about it. We get these questions all the time and there is not just ONE way to do it. My suggestion is to go to the downloads sections and download a premade car. Then follow the tutorials on skinning, lights, and putting cars ingame.
