I can finish everything in the mission and get all 'green' tasks, except for capture the 2 culprits. Where have they gone?

when the game start send a police officer to the dirt trail and the second one is in the water you need to send a diver in the water and the crane pick it up

There is someone floating in the water below the bridge that you will need to rescue (i believe there is a police officer too there) and you'll need to use a crane (fire dept or tec crane) ontop of the bridge to retrieve a car that is underwater. Send a diver under water to mark the vehicle and then use the crane to lift the vehicle up and extricate the victim entrapped inside.
