It's an under cover taxi if you drive it you can turn lights/sirens on

Scotland, the only country in the world where our national animal doesn't exist and our national flower is a weed...

Pretty sure it's not. I've seen these on real taxis and in gta iv real taxis.

In NYC, some taxi's have additional turn signal type lights on each side of the front and back of the vehicle. They use them when they pull over/stop to pick up or drop off people. Probably that, it's just not functional during the game.

I thought they were emergency panic lights that could be used to signal the police or pedestrians to call the police.

I think it is requied on all taxis to show it is licensed,etc. If look at first, Romans car has them 'Romans Taxi', so it is a legal taxi. (Just a guess)

I though it was a bandit light, if somebody get in and tries to rob the taxi, they turn it on drive and police would see it and stop it and do a felony stop. But I'm not completely sure that it goes there,

Well I'm not sure it's that because I see them in our central train station and their well hidden in the grill. Not sure if the police would see that

I believe bandit lights are a flashing light on top of the car.
