i'm looking at starting a new mod, based on the city of Halifax Nova Scotia. i would need 3d modellers, skinners, map editor, scripters and u.v. mappers. i have some skills in modeling, map editing, and scripting, but i would need a lot of help.

You're not likely to find many people that can help you at the moment. Most of the people that can model, skin etc are already working on mods, so won't have time to join another mod.

You would be better off making a start to the mod yourself, and then you have some progress, more people might be willing to help you.
