I am a nooby mapper. i was wondering if anyone knew how i could make the lights on vehicle i place in the editor be off when i play the game?

you would have to script it probably

You cannot place it on the map and it be there without lights on. You have to write a script to spawn them at the beginning of the mission/freeplay with no lights on.
