1st save file on desktop

2nd open modinstaller

3rd press install package

4th find the download and open file

5th open the file inside and thats it

Yes windows 7 not supported, but you can change program startup:
1) right click em3 modinstaller and select properties -> Compatiblity -> check "Run this program.." -> select windows xp and click Apply and here you go !
Maybe you need update your emergency 3, IMPORTANT ! You need know what region game your have !
