Mod installer not working on 911: First Responders

I recently purchased and downloaded 911: First Responders from Amazon.com and it works great, but I mainly got it for using it with the New York Mod and unfortunately, the Mod Installer isn't working. Every time I open it, it says something to the affect of "911 First Responders is not installed properly. Please reinstall." (I am correct that there is no other way to install mods, right?)
I called amazon and they said that there was nothing they could do, but they did give me a refund. I just want to know if there is anything I can do the troubleshoot this. (I already uninstalled/reinstalled a couple times with no success.)
