PATCH 1.01 1.02 1.03. whats happend?

Hello everyone. I need help and have already searched the forum and not found anything. I was with my game running fine without the mod. So I downloaded the mod that is a file extension. e3mod. I can not open this file. but I found that I need the patch 1:01 to 1:02, 1.03 installed to run the mod LA. I already downloaded the patches. so that when I go INSTALLING the following message appears: Emergency 3 is not installed. The installation Will Be aborted. That message applaud how if i can play the game without mod ?? That message Appears in German lenguage!
Can someone help me? as i saw. nobody got this problem! thankyou all!
