They will stay american most likely the only option outside of america ever attempted was london, from my understanding that "adaptation" of GTA1 wasnt very popular so I doubt they'll attempt it again considering that a new london based game would cost significantly more than what they did for the GTA london adaptation from GTA1.....
I'm expecting Miami again for the next one or alternatively they might pick a new locale like chicago to do, problem is chicago would look and feel much the same to the NYC they already have done for their GTA4 game.... Just have diff chars and a few notable diffs in the city layout, so I'm betting if they did another it'd be Miami up next.
They could do the LA one again since it was immensely popular but I'm figuring miami will be up next since they tend to increase things in the series slowly, not just a total rework... Increasing what the game does will probrably come from miami, then the LA version... Remember we have no clue how much time/energy they put into developing the games... they can do the voice acting well in advance for a storyline they may or may not produce... GTA is notorious for hiring a-listers to do their voice acting... They are harder to land and even harder to keep to a strict deadline.
