Could it be possible to make a murder event in freeplay that where you have to excamine the body and the area and after let's say after 10-15 minutes you get an event where you have to go and arrest the suspect?

In the deluxe edition it actually is an event like that!
You will have to find the victim with a rescue dog, then examine the body and arrest the suspect

Yes, but rarely appeares the victim, at least in my game. I can send two dogs but it doesn´t appear

A mod to add extra events like this would be good. Suisides, Murders, Terrorists, HiJackers, and Robberies in homes! 
LOL
