Hello, I Have problem in skinning personnels like Police officers,medics, firefighter etc. The problem is what dds file i edit? do i skin the upgraded or the normal or both? Please help me!

That depends on the model you are using in the game. If you will only use the upgraded model, you only have to reskin the upgraded skin.

That depends on the model you are using in the game. If you will only use the upgraded model, you only have to reskin the upgraded skin.
