In the Netherlands, does the Fire Dept assist the Ambulance crews in reanimation of a victim? I dunno if I saw them doing it today and I'm kinda confused...

about the lights yeah if they parked at a safe spot without disturbing any other traffic they turn it off... Maybe they turn on the Orange or green light to let other units see that they have the charge on scene (if multiple units respond)

The EM4 Editor should have a "Test Scenario" command, you click it and you go directly ingame to test your map, scripts, etc...
